Yes. You can trigger dunk meter on standing dunks. You gotta be quick with the stick, though, and there are times when it will just dunk without the meter. This might be due to having fast twitch equiped. Also, the meter is super quick. I use L2 to stop the meter most of the time as it seems quicker.
